Democracy

In the Archaic Period, a city in which the citizens effectually elect the holders of public office, and where the assembly of the citizens actually makes legislative and policy decisions. Democracies sometimes evolve from monarchies or oligarchies by gradual reform, and sometimes are set up after a revolution. Radical democracies pay salaries to public officials, thus enabling poor people (instead of eupatridai only), to hold office.
